The most common reason may be that you are using VPN.
Solution: Turn off your VPN and try again using your regular internet connection only for the purchasing – after that, if you wish, you can turn on the VPN again.
We are using two payment processors – CCBill and Epoch. Have you tried only one of these? You might consider re-submitting your payment using the other payment processor to successfully create a subscription.
